Catherine Rudd

Catherine Rudd has extensive experience providing consulting services to health plans, organizations, health care providers and state governments with an emphasis on Medicaid policy in reimbursement, managed care, long term services and supports, waivers, and program integrity. 

Catherine began her career with the Indiana Family and Social Services Administration – the umbrella health care and social services funding agency that includes Medicaid, the State Unit on Aging, as well as TANF, Food Stamps and programs for the mentally ill and intellectually/ developmentally disabled. For ten years, she was Deputy General Counsel to Indiana’s Medicaid program, providing advice on all legal issues associated with policy development and program operations. 

Catherine was a member of the team that received the Governor’s Public Service Achievement Award for her work on the Healthy Indiana Plan (HIP), a consumer-driven health insurance program for low income adults operated under 1115 waiver authority. After leaving state government, Catherine served as a Senior Policy Advisor with the National Association of State Units on Aging (NASUA – now known as NASUAD – National Association of States United for Aging and Disabilities). She provided technical assistance to states under a federal planning grant and collaborated with other aging network organizations in representing member interests in Washington, D.C.

Catherine received her law degree from Indiana University-Bloomington and her undergraduate degree in Communications from Purdue University.
